Concierge service compliments of the DHS

Yes I know, yet another entry about the border. It’s the gift that keeps on giving.

But this one is a little different. Usually we look at immigration statistics as a whole, the impact on racial demographics in this country, and the threat to national security as a result of unfettered access across our borders.

Here we are going to look at one of the specific programs that makes it easier for people to stay in this country once they get here, with a fun little twist at the end.

You likely are aware the Lamestream Media has been consumed by the fallout from the “debate”. What better time for the House of Representatives Judiciary Committee (who they are Representing is a matter of some conjecture) to release a report, dated July 3, 2024, entitled “Chauffeur at the border, Concierge in the interior: How the Biden Administration rewards illegal aliens on the taxpayers’ dime”.

Yes, that is actually the title of it. Released after the debate debacle and a day before the Independence Day holiday, one rather thinks that even though it is extremely partisan in tone, perhaps the timing of its release was a compromise with the Democratic members of the committee so that it could fly in under the radar.


The 20-page document can be found here. It focuses primarily on the Alternatives To Detention (ATD) initiative, and on a subsidiary program called the Young Adult Case Management Program (YACMP). Keep in mind that a “Young Adult” in this program is 18 to 19 years old. Alternatives to Detention (ATDs) are defined as “any legislation, policy or practice, formal or informal, that ensures people are not detained for reasons relating to their migration status.”

In 2004, ICE (Immigration and Customs Enforcement) began a pilot ATD program, which has been modified and expanded over the years. ICE still runs the ATD program.

“The budget for ATDs has steadily risen in the last five years, going from $126 million to enroll 53,000 individuals on ATDs in FY 2017 to $443 million in FY 2023. As of one year ago, ICE was monitoring 281,613 people in its ATD programs.”

Alternatives to Detention: An Overview


That sounds like a lot of people, but according to the House report in question, “…the number of illegal aliens [caught and] released into the United States has eclipsed 5.3 million, with at least 1.9 million known “gotaways” escaping into the country.” ICE’s non-detained docket currently has 7.4 million cases pending. (Report: Pages 1 and 10.)

The reason for this is simple. In their own words:

“ATD is not a form of custody; rather, it is a program that provides for supervision over some [aliens] on the non-detained docket using case management services and, as appropriate, monitoring technologies. DHS describes the “goal” of ATD programs as “to reduce friction with the immigration process and provide and/or facilitate referrals and access to services in the community so that participants remain compliant and engage with the immigration system and process.”

“…provide and/or facilitate referrals and access to services in the community”. In other words, their goal is to make life easier for those who have entered the country illegally:

“According to the report, the money [allocated to the ATD program] was funneled through left-wing organizations, despite it being at the expense of security. Some of the services provided to the migrants include legal orientation, social services referrals and mental health support.”

The report cites a specific program called the Young Adult Case Management Program (YACMP), which provides social service referrals and legal service provider referrals to migrants. The report criticized U.S. Immigration and Customs Enforcement (ICE) for “celebrating” this program, despite thousands of participants reportedly not complying with it. “Yet, there have been no consequences for noncompliance, with ICE admitting that ‘no arrests have been made on any of the noncompliant cases.”

Who are the organizations receiving these referrals and collecting the tax-payer dollars?

“The service providers to which illegal aliens were referred reflect organizations with far-left ideologies. These providers include Planned Parenthood and Al Otro Lado, an open-borders immigration advocacy group that frequently sues the U.S. government to end immigration enforcement. Another referral organization was the Los Angeles LGBT Center, which has boasted about “unit[ing] California’s kink community” for an inaugural leather event and has advocated for transgender surgeries for children.”

Oh, it gets better.

Who are the rock stars we are helping to access “services in the community”? Here are some well known examples from this year alone, cited in the House report:

“…an Afghan national on the FBI terrorist watchlist was arrested. . . after having spent nearly a year in the U.S…. the man, Mohammad Kharwin, was arrested in March 2023 after illegally crossing the border but was then released, referred to ICE, and enrolled in ATD on March 12, 2023. For unknown reasons, Kharwin was removed from the program just two weeks later and remained free in the United States for months.”

“Diego Ibarra, the brother of Laken Riley’s alleged murderer, Jose Ibarra, was enrolled in ATD even after he allegedly “assault[ed] and attempt[ed] to bite a [Border Patrol] agent who tried to arrest him. Ibarra, who allegedly has gang ties, removed his ATD ankle monitor in Colorado.”

“Authorities arrested two Venezuelan nationals for allegedly murdering a 12-year-old Houston girl. The illegal aliens entered the United States in March 2024 and May 2024, respectively, with one of the illegal aliens wearing an ICE ATD ankle monitor when he allegedly committed the murder.

In short, “ATD programs are but a small snapshot of the Democrats’ open-borders agenda that funnels money from American taxpayers to illegal aliens and allows them to live in the United States indefinitely” (Page 18.)

Unfortunately, this is a zero-sum game. Not only are dollars being spent to help illegals in this country to stay in this country and benefit from its social services, but manpower previously used to apprehend and detain illegals is now being diverted to ATD programs:

“ senior Immigration and Customs Enforcement (ICE) officials admitted how DHS has diverted resources from immigration enforcement to not only manage President Biden’s open borders but also create new policies to support illegal aliens who are released into the United States…For ICE officers on Fugitive Operations teams, instead of working to find national security threats and public safety cases, they were required to perform border-related administrative duties such as guarding a Border Patrol facility or performing ATD functions to place people on Alternatives to Detention.”

So finally, here’s that little twist at the end I mentioned at the start.

Another headline that recently popped up was how wonderful a job Biden is NOW doing at the border, having issued a toothless executive order limiting the number of asylum seekers permissible in a given day (guess they expect us to forget the past three years). Of course, those streaming across the border and wandering off are not taken into account. But the Gosh, what an impact. It’s framed as “Apprehensions have dropped over 40%!” by the Communist News Network.

So… if we combine the previous paragraph where it says “DHS has diverted resources from immigration enforcement” and the above headline “Apprehensions have dropped over 40%”….
Hmm. I’m not a brain surgeon, but…wouldn’t you expect fewer apprehensions if you have fewer people doing the apprehending? Just saying.

    There’s only one alternative to detention that I approve of. That’s to give them a free meal, patch them up (if needed), and a free ride back to their native land.

    It’s incredible to me how most of these immigrants seem to think we owe them something. What do we owe them? Do we owe them for humanitarian reasons? I point out that there are approximately five billion (billion, not million) people outside the United States who live below the poverty line. We can’t possibly help them all.

    Someone once said, “When you try and help too many, no one gets the help they need.” Who said that? I did. I often quote myself.
